It may not be a LISTSERV or a MAILER problem.  We have had a recurring line
noise problem between here and our downstream node.  Line hits cause the usual
RSCS error recovery so files eventually get through, but I have noticed
occasions (with higher probablility than I would have expected) where the line
fails after the receiver has accepted a transmitted file, but before the
sender realizes the file can be deleted.  After error recovery, the same file
gets retransmitted....
