In 1.8c LISTSERV will be able  to recover automatically from this kind of
situation (lost pack  -> discrepancy between digest file and  what it was
supposed to contain). For now you have to edit DIGESTS FILE and add
 
listname 0 0
 
for each of the affected lists, then reboot.
