Another possibility would be for DELETE to  go to the 'best' (whatever does it
mean to  LISTSERV) peer and then  act from there  as DEL (GLOBAL if  not found
until the  deleted person  is located.  A SILENT  or suchlike  option (meaning
don't send any msg except if the guy is found) would solve the problem of ARPA
people receiving lots  of mail in both  the LOCAL and GLOBAL  case; this could
even be the default, since in most cases you don't want to know where the user
you want to delete is not.
