This is an incorrect answer to the question that was posed.  :)
 
* Reply-To:  List,Ignore
 
simply means the list will ignore any poster's attempt to insert a Reply-To:
tag pointing back to himself, and all mail coming from that list will have
a Reply-To:  address pointing back to the list.  It doesn't change whether
or not the list defaults to a FQDN-style.
 
I have sent Roy the appropriate section of the V18a release notes that
discusses how this can be done.
