On one particular (2.5k subscribers) list, I have
set * REVIEW= OWNER.
 
On rare occasion I get a "complaint" about this.  I
usually assist the person accessing the info that they
require.  This doesn't amount to much work (less than once
per month).
 
I wonder how legitimate subscribers REALLY use REVIEW?
(I know how I use it as a non-listowner on other lists.)
