You can safely delete the file AFTER STOPPING LISTSERV, or remove entries
you don't want. It is used to store  the real names of users, so that you
don't have to supply it on  each and every SUBSCRIBE request. Local users
are likely to send all such requests  to the local server, it's a pain to
have to retype it every time, but it can be done.
