None of this is a fault of LISTSERV.  It is all about your SMTP
infrastructure.  If my SMTP mailer took 20+ minutes to accept outgoing mail
from LISTSERV I would be looking for another SMTP server with faster/better
service.  If it takes 2 hours to clear the ~\SPOOL dir for a mailing to
1000+ you clearly have an extremely weak outbound mailer, completely
unsuited for any kind of 'emergency' messages.

LISTSERV does support outgoing SMTP Worker Pools (Advanced Topics Guide,
Sect 12) so if you have 2 mail servers, most lists can use the 'slow' server
for ordinary traffic, while the 'emergecy' list can use a separate, high
speed mailer.
