I very much like the ability in 1.8(e) to encode both a plain-text and an
html version of the bottom banners.  However, it seems that the HTML bottom
banner version only displays if someone posts with HTML coding in the
submission.  I need to be able to force plain-text for the body, while
still have HTML for the bottom banner.

I have one way to do this manually in the moderation process but I need to
be able to automate this.  How, if at all, can this be done?
