We are on 1.8d

I am having some problems with someone attempting to post to a list.  She is on another list that should have posting privs on the list she is attempting to post to.  However, I cannot find an explanation of what, exactly
   Send= (listname) 
does in the 1.8d manuals.

Right now, I have ListA which includes
   Send= (ListB)

 A subscriber to ListB is attempting to post to ListA, and is being rejected for the perfectly sensible reason she is not subscribed to it.  Maybe this is a misunderstanding, but as I cannot find this form in the 1.8d manuals, it is hard to be sure.
