Now I get to apologize for wasting the entire list's time.

Because we're migrating an old site with a bunch of non-standard 
additions, I was considering trying to run a test site with a user other 
than 'listserv' (I know it's not recommended).  I briefly played with 
that, but realized that it wasn't going to work the way I had hoped, so 
I backed it out... except I missed one spot.

I fixed it and now it is working as expected.
