This is already available: "NAD" userids  can delete their users from any
list. POSTMASTER is one of these addresses. My complaint is about sending
netwide SIGNOFF  requests. Identifying the  lists and taking care  of the
problems on  a case  by case  basis is one  thing, making  everyone waste
significant amounts of cycles to save  yourself the time is not fair and,
with  the current  price of  mainframe cycles,  likely to  result in  the
removal  of an  otherwise useful  facility. Netwide  delete went  away in
1.8a, let's not do the same to netwide signoff.
