Have you read the List Owners manual  (www.lsoft.com/manuals/index.html)

In section 9 it describes the procedure for GETing editing and PUTing a
customized listname.MAILTPL file, in which you place the desired text of
your bottom banner or top banner (and it explains the differences between
them).
