Is this an allowable conbination?

Send= Editors,Hold,Confirm,Service

In other words, sending can be done only by Editors, and everything is held
for confirmation if not sent by an editor, plus the sender can only
originate within the service area.

I've been using Send= Editors,Hold,Confirm 

for a long time, and it works fine. Can I add Service to the end, and not
have it change the way the Editors,Hold,Confirm works?
