dist_allowed_users in V1.8d

I have a user whom I trust to use the DISTRIBUTE feature and added the
line 'DIST_ALLOWED_USERS=her-email-address' to my go.user file and
restarted LISTSERV but it doesn't seem to be taking affect.  Is this
because we're running V1.8d beta?
