The IETFHDR subscription option sounds like it is what you're looking
for.  Searching the LSTSRV-L and LSTOWN-L archives for IETFHDR should
turn up some previous discussions of this subscription option.

Often it is problematic for people not subscribed to a list to be
involved in list discussion -- they won't have a way to 'unsubscribe'
from the discussion the way standard list subscribers can and they
may not even be allowed to post to the list depending on how it's set
up.
