If the firewall you refer to is a separate physical entity, rather than
the internal Windows software firewall, then shutting it down will not
improve the odds of communication working - it will positively stop all
traffic. A "true" firewall needs to be examined and adjusted, not
shutdown.
Are you certain that the IP address you have configured is for the
correct machine? Is any facility, other than LISTSERV, currently able
to route email through the machine at the IP address you have
configured?
