- If "Mail-via= Distribute" then one person per 'To:' line, else
 
- If the  recipient is "local" to  the LISTSERV which actually  xmits the
  file (ie  local node,  plus optionally some  installation-defined nodes
  which are connected via CTC), then only one person per 'To:' line, else
 
- All the  recipients for a given  node are grouped together  on the same
  'To:' line, up to a limit  of 5. Several output mailfiles are generated
  in this  case, each  of which  has up  to 5  recipients, until  all the
  recipients have been processed.
