I'm not positive, but:

* EDITOR= userid1,userid2,userid3, ... , useridn

goes only to userid1

If you then add the * MODERATOR= keyword (a subset of the operands that you
used in * EDITOR=), then the moderatorated postings will go to one of
(round-robin) the list of MODERATORS.  Other possibilities and variations
are available.  Archives should be searched:
