The message is pretty clear.  The file isn't in C:\LISTSERV\MAIN\ where
LISTSERV expectes it to be.  For example, if you moved your LISTSERV
installation to D:\... then the path is clearly wrong.  Or you forgot to copy
the file from the old installation. Or...

I'm sure you can figure out the possibilities.
