Also consider HOW the end-user is supposed to manage all of those forms -- do they have an ATTACHMENT
(or somesuch) folder on which they must do housekeeping?  Will the list also (unintentionally)
distribute viruses?

IMHO, the list-owner should figure out how to send URLs to the current and authoritative copy of the
form; or use the "old school" method of storing the form in the list's FILELIST so that the end-user
can do a GET.
