As you've already acknowledged, the presence (or absence) of the MIME header
is not going to significantly alter the situation for these people.

How about conditionally stripping the MIME header during SHORT processing?
If the header simply states the MIME defaults, strip it, otherwise leave
it in?
Just an idea.
