That sounds like what a traditional digest is supposed to look like.
I really have nothing else to suggest, never having been a digest user.

Here is part of a boiler plate file I send out, but I have never used
either myself.  Beyond this I have nothing to offer:

Another possibility is that something in your mailer is broken or set
wrong.
