Dan Lester has answered the general question well.  Next you need to look
at what other list-owners have done.  Often, these have been codified in
the WELCOME file sent to new subscribers of a list.  Again, oftern, these
WELCOME files can be gotten with out subscribing, if no restrictions have
been applied to them.

Here is a list of some of the public WELCOME files maintained via
