REPRO means send me back (reproduce) a copy of whatever I mail to the list.
      The default is NOREPRO unless the list owner changes it.
HEADER means either leave in ALL the header lines (FULHDR) or leave in only
      necessary lines (SHRTHDR) such as Date:, From:, To:, Subject:, etc.
CONCEAL means don't let my name show up when someone other than the list
      owner or myself do a REVIEW list command.
