There seems to be a change bet.  1.8b and 1.8c in handling
PEERed unsub requests.  1.8b and before would forward (to
the other PEERed sites) simple unsub requests as if the
(GLOBAL option had been specified.

1.8c requires it (assuming of course that the subscription
service wasn't being handled at that listhost site).
