I just noticed that if a message contains the following header:

        Content-Transfer-Encoding: quoted-printable

that adding a TOP_BANNER or BOTTOM_BANNER wrecks havoc with the
messages being sent out as well as those stored in the archives.
Is there a way to key off this header and either not add the
banners or add them as quoted-printable text?
