Jnet implements a "Postmaster" account at every VMS Bitnet site running
Jnet.  The account is POSTMASTER, which isn't a problem because incoming
files which are destined to POSTMAST find their way to POSTMASTER.  (Jnet
automatically matches long usernames to their shorter Bitnet counterparts.)
 
Regarding the "General Delivery", someone already got it right.  The part
about the gatewaying of mail is what Jnet uses that personal name for.
(I forget what it uses for bounced mail, but it's more on the lines of
Network Mail Daemon or something.)  Another way that "General Delivery"
can crop up is if someone has their mail forwarded to JNET%"x@y".
