In general, Hotmail has been a problem site for us, one that tends to
build up queues.  We normally run 2 threads (mail connections) to problem
sites instead of the default of one, and Hotmail is one of these.

Lately they may have gotten worse... I note that I changed my config
8 days ago to raise their connections to 4 so, in summary, they seem to
have taken a step backwards over a week ago.
