This is a good idea, because it will cause subscription requests from potential
subscribers to be rejected.  It should be noted, however, that this will not
prevent a list owner from manually adding a subscriber to a list.

As I noted previously, locking the list will prevent inadvertent changes;
intentional changes in violation of a stated organizational policy need to be
treated as personnel issues, not technical problems.
