Your list is set up so anyone within your service area is sent a
confirmation request in response to message they send to the list. If the
confirmation request is approved, the message will be distributed to the
list's subscribers. I think you need to recode your list's header to so the
"Send" keyword looks like ...

* Send= Service, Editor, Confirm

This should do what you want, but certainly test it yourself.
