If I were a list subscriber, (oh wait, I am!) I would rather get the burst
of emails rather than never know the message was sent unless I stumble
upon it in the archives that I rarely check.

21 messages aren't that many and if you send a note explaining why they
were delayed an arrived in a burst, most would probably be glad they got
them.  Unless the emails are an unwelcome intrusion on their lives and you
force them to receive the posts as condition of employment or something.
