No. The only  way to do that is  to make a local change  to BITEARN NODES
(which causes LISTSERV to rebuild its  topology files), but what you want
to do  is change BITEARN NODES  *globally*, ie not just  tell your server
that there is a new link but tell all the other servers about the link so
that they stop routing  files the wrong way. And the only  way to do that
is to update BITEARN NODES.
