Check your Listserv Log file and see if it starts with something like this:

You say you have restarted the server multiple times.  Never-the-less,
if you have that in the log-file, please try another stop/restart of
listserv again waiting a few minutes before the start.

After performing the stop, do a:

netstat -an | grep "\*\.2306.*LISTEN

(or something close to that, in case HP/UX has different formatting from
Solaris).

If there's nothing listening on the port, it's safe to restart.  If
something is listening and listserv is not running, something else bound to
the port or listserv was killed "ungracefully" causing the port to wedge.


Or it could be something entirely different if you do not have that message
in the log-file. :)
