I retried installing 1.5j after building the SYSVAR files and erasing the
LSV$PROF file.  It still was looping.
 
This time I tried to "HI" it to see what exec it was looping in.
Nothing happened.  I tried an "HX" and got a "NOT ACCEPTED".
 
I pressed PA1, IPL-ed CMS, and inserted a TRACE ALL statement into
LSVPROF EXEC and LSVINIT EXEC.  Execution went up to a call to
'LSVIUCV INIT ...' and never came out.  Even while in there, SMSG
reception was never enabled, so it didn't get that far.  The PSW
was up in the CMS nucleus, though.
