If a user is signed up to TEST-L and by default has topics=None and a note
is sent with a subject of "All:  something", the user doesn't seem to get a
copy of the note.  This would imply that None overrides All, which isn't
what I would expect.
 
At the risk of sounding silly, is there a way in 1.7f (or 1.8 and later) to
have a user signed up for no topics but still get mail mean for All?
 
(I'm trying to consolidate a few different internal lists into one list
using Topics for each old list.  One list includes everyone who works here,
so everyone should get that "topic", and being lazy or converving topics or
something, I was hoping to use the intuitive All:  instead of defining a
seperate topic.)
