Do you have any SMTP "workers" defined?

You should have at least one, e.g.,

SMTP_FORWARD_1=148.244.85.213

These generate logs called, for instance, SMTPS#1-20070123.LOG , that will have more information about the attempt to connect to the external host.

Starting with 14.3, dotted-decimal IP addresses were supported for SMTP workers (SMTP_FORWARD_n), but the synchronous fallback SMTP_FORWARD setting MUST contain an FQDN that can be resolved by DNS.  That may be your problem.
