Yes, NETNEWS is the gatewaying server, but when the article gets
propigated throughout the rest of Usenet, the other servers seem to
accept it as well (or do they just accept it because they are getting it
via a feed vs a person?).

At any rate, I understand not muging an existing Approved: tag.  But
if one doesn't exist at all, then it shouldn't cause problems for
Listserv to create the first occurance, would it?

By no means am I complaining about this.  In large measure, I'm trying
to understand how (and why) this works the way it does.
