Huge queue since 1.8e

I installed 1.8e yesterday and am building a huge spool queue.  Have over 10,000 .mail files waiting to go out.  Running sendmail 8.9.3.  I had put the following values into our go file some time ago to tune the mail:

SMTP_FORWARD_1="18*lists.psu.edu;POOL=M-"
SMTP_FORWARD_2="lists.psu.edu;POOL=L"
DEFAULT_LIST_POOL="M"

Any ideas?
