Topics are not available for List-Based Mail-Merge jobs.
Only the Settings MAIL, NOMAIL, DIGEST, INDEX

Only with difficulty.  DIST jobs simply pull the addresses from the list.
None of the other List Header settings apply and the message does not go
through the normal message process.

If this is a one-way only list, and you are responsible for all mailings, set
everyone to NOMAIL (and DEFAULT-OPTIONS=NOMAIL) and add the List-Address
(listname@servername) as a subscriber (normally this is a very bad idea).
Then it will receive a copy of the message, put it in the archives, but not
mail out to anyone.
