command confirmation bug 1.8e ?

In 1.8e listserv classic, and when responding to command
confirmation URL's, the server reports "no pending command."

I got the same error when responding to lsoft.com's listserver to
subscribe to this list.  I had to reply "ok conf#" for it to work.

Is this a browser or server issue?  I'm using Netscape 6.
