The way I read the diagnostics was that the apparent reason was
that the OBSLAVES' SMTP Service was not available (for any one
of a number of reasons).  At this writing, that service does
seem to be available.
 
Perhaps their postmaster or @ucs.indiana.edu can shed more
light now?
