I attempted to send a command message to [log in to unmask]
in the hope of determining some of the server settings, but the message was
undeliverable because the hostname (testlistserv.hummingbird.com) could not
be resolved.

I do not know whether it makes any difference, but it appears to me that
'external-listserv' is simply an email alias, not the username associated
with the account under which the lsv process runs. I do not understand
why you think you need this alias. Why not simply send command messages
to [log in to unmask]
