Well, it means just what it says.  The message you posted to the ABAILEY list
will not be sent out because the list the 'HELD', (i.e. not sending out any
posts at all).  The List Owner should have got a message indicating why the list
is held (there are several possible reasons, all having to do with some kind of
error condition) or may have manually put the list on hold while doing some
operation on the list.   The only thing you can do is ask the List Owner.
