Lists held... virtually?

When I restart LISTSERV, it says that 22 lists are held and to use
the LIST command.  When I do (yes, from a postmaster account), I
only see 3.  We recently went through a big housekeeping project
during which about 1/3 of our lists were found to be obsolete,
abandoned, etc.  Is LISTSERV not resetting the number of held
lists?
 
Enquiring minds want to know.
