For what it's worth you don't need a separate list of list owners.
You can send mail to all-request@ALBNYVM1 and LISTSERV will send
a copy to each list owner.  You of course need to be running LMAIL
or XMAILER 2.10 with the owner- and -request support turned on.
 
I actually haven't tried this but the release notes for 1.7f says
it's there.
