Error 13 indicates a permissions problem, so my 
guess is that the directory given in the mailing 
list's 'Notebook=' setting doesn't have the 
correct permissions.  (The 'listserv' user should 
have read/write access to it.)

It also looks like you might have a relative path 
in the 'Notebook=' setting, which I don't believe 
is supported, so if the above doesn't fix the 
problem you might try using the full path to the 
directory.
