If the list owner is not explicitly defined as an Editor= or Moderator=, then there's nothing for them to see...in that case they are not a moderator, regardless of their owner status.

The only exception to that rule should be that the first listed non-quiet owner is the default Editor for a Send=Editor list where Editor= and Moderator= are not explicitly set.  In that case the first listed non-quiet owner should be able to use the moderaton interface without having to tick the "all moderators" box.
