Kathy,

   I would suggest picking up the ListOwners manual for 1.8c which is
available at:

      http://www.lsoft.com/manuals/index.html

   However, the locking/unlocking mechanism is briefly explained in
the 1.8b manual in Chapter 2 Section 5 under "Retrieving and editing
the list".  It is similarly explained in the 1.8c ListOwners manual
in Chapter 2 Section 6.

   Basically when you GET the list description (header and subscriber
list) the list is locked so that no one other than you can make
changes to the list until you PUT the list description back.  If you
decide not to make any changes since you got the list description,
you can issue a UNLOCK command to release the list file.
