I don't know, probably a weight/nodes file combination problem. My
LISTSERV says send to YALE thence OHST.

RPICICGE is not on the backbone and therefore does not know whom to
notify. It sent a copy to CLVM, its nearest backbone site, for
distribution. That much is normal.
