Since this is Windows, I would first consider installing/using the IIS SMTPSVC
mailer that is part of Windows on the LISTSERV machine and use that for
outgoing mail, completly bypassing the issues with your Exchange server. There
is a paper on how to do this:

You may need to make some firewall and/or DNS changes (any machine used as a
sending mail server needs proper A and PTR records) for this to work properly
but it may be the fastest/easiest solution.
